Eng. Ali holds a Masters Degree in Civil Engineering, a Master of Business Administration and a Bachelors Degree in in Civil Engineering. He is currently the Project Director of several engineering projects (roads, water, buildings etc.).

He has over 35 years’ experience in conducting studies, project planning, design and supervision of roads, water, irrigation, buildings and general infrastructure within Kenya and globally. He has consulted for the World Bank, governmental agencies, Intergovernmental Authority on Development (IGAD), African Development Bank projects, European Union- funded projects, and several projects funded by bilateral institutions.

Eng. Ali previously served in the Kenya Government as a deputy and chief executive of various government corporations, and later as the permanent secretary of the ministries of Transport and Trade. He has also served over the years as a non- executive director of several corporations including Kenya Airways, Kenya Airports Authority, Kenya Civil Aviation Authority, Kenya Ports Authority, Kenya Maritime Authority, Brand Kenya, Kenya Export Promotion Council, Export Processing Zones Authority, Industrial and Commercial Development Corporation, and Africa Trade Insurance among others.

He is an experienced negotiator and has previously served as the chairman of the East African Community negotiating team for the Tripartite Free Trade Area and the USA-EAC Trade and Investment Framework Agreement. He has been an active participant at World Trade Organization and the International Civil Aviation Organisation (ICAO) forums.

The President awarded Eng. Ali Head of State Commendation (HSC) and the Chief of the Burning Spear (CBS) in 2004 and 2008 respectively for his exemplary service to the country.

He has authored several technical publications and study reports. He is registered as a Consulting Engineer with the Engineers Board of Kenya and a fellow of the Institution of Engineers, Kenya.
